Aren't we a bit technologically advanced to be deciding races by chance? In the event of a tie, can't we, I don't know, have a runoff election? News doesn't take days to spread, people don't have to travel for days to get to the polls, etc. Just hold a tiebreaker w two options?

Seems to me in 2017 that designing a ballot that could be left in an ambiguous state is either incompetence or intentional.

It isn't the ballot design, it's the Commonwealth's voter intent rules, which seem awfully broad. Most other states would have just called it an overvote and not counted that race on the ballot.
