It clearly says he TALKED about it. It also says we don't know how close he came to actually DOING it. "It is unclear whether Trump’s “explosion” ... truly put Gorsuch’s nomination in jeopardy or whether the president was expressing his frustration aloud."

I would argue that talking about and actually doing are two very different things with Trump. And the piece clearly delineated the two of them. Trump’s tweet is a complete misrepresentation of what it says in plain English.
