Because he wouldn't be able to vote on ACA. It was passed via reconciliation. He was sent to stop it, Harry Reid used a trick to prevent Brown from blocking it.

True. Must follow Alabama law, and Jones has signed off on this. However, McConnell could delay the tax bill vote, as Reid delayed healthcare vote till Brown was seated. But then, one's a Rethug, the other isn't.
