1. Rick, do I understand it correctly that in AL, write-in votes are not even counted in demoninator unless someone pays for them to be counted? Therefore margin of victory is larger than it appears.

2. Seems like the law invites a foot-dragging tactic to pay to have all write-ins counted to delay final certification and swearing in. Am I reading the law wrong?
