The point is---any Alabama voter who is wrongly denied the right to vote a regular ballot MUST be allowed to vote a provisional ballot. BUT, it is ALWAYS better to vote a regular ballot than a provisional ballot when possible to do so.
As long as the voter was at the correct precinct and returns with proof of identity, the ballot must be counted under AL law.
