I think AL law says both. Not voting for a while (like OH): http://alisondb.legislature.state.al.us/alison/codeofalabama/1975/17-4-9.htm …. Undeliverable postcard (address): http://alisondb.legislature.state.al.us/alison/codeofalabama/1975/17-4-30.htm …. Both should get regular ballot if voter completes "reidentification" form (on same page as prov. ballot form) at the polls.

In a court filing this summer, state said "for a recent mailing to registered voters at their place of registration, 12% of the mailing was returned as undeliverable."

Yep. For lots of reasons: some moved, some problems w/mail. Everyone still eligible who was sent a mailing after 11/4/14, even if it bounced, should have their vote counted today if they go the polls and fill out the form.

Apparently the SOS sent out mailers for "verification purposes" to some (all?) voters & those who didn't respond to the mailer were marked 'inactive'. It's a deliberate effort to disenfranchise, particularly voters of color & low income, student & disabled voters.

This happened to me. I have not changed address and I have voted in every election at this polling place ( downtown courthouse) yet I came up as “inactive voter”. I had to fill out a form to vote. I called
