Actually the right to vote is separate from the right to be elected. Also the amendment you're referring to did not introduce women's suffrage everywhere; many states already had it.

Hillary would not be VP. Hillary would have just finished two terms (having been elected in 2008) and Al Gore would have been elected in 2000, since the South would have considerably fewer Electoral Votes. But these would not have been for good reasons.
