Columbus is basically segregated, which means an at-large council will always end up representing the white (middle/upper class) majority. It’s an issue that’s been on the ballot twice so far.

The way city council works is also very undemocratic. Elections are in name only. Retiring councilors leave before their term ends. Sitting councilors appoint a replacement. That person runs as an incumbent.

It’s very rare in Columbus for there to be a truly open counci seat. This allows an unrepresentative council to ensure that opposition groups don’t get a footing. Incumbency is a huge advantage.
