...Isn't the 11% response kind of an issue for the Berman-Drum view of this... even though they just go ahead and use it like it's helpful?

I mean, 11% of 29% sucks and is a tragedy. But it's still a quite small portion of the (self-reported!) causes of black voter turnout drop.
