        It may be much deeper than that. Given the context of Mueller empaneling a grand jury, maybe the Senate doesn't Trump to make recess appts.

        But is it because what they fear most is public pressure IF Trump used recess to mess with AG & get rid of Mueller ? Biggest fear=doing job
