Forcing a cloture vote in the first place is a bit of a filibuster; using post-cloture time is more so.

I believe Schumer has said Dems are planning to let up soon, so we'll see. IMO, across-the-board delays more justified on judges than exec.

Uh oh. First time ever disagreeing. If you're going "across-the-board" it has to both or else the judges-part-only delay less effective.

He's hoping Dems won't force him to file cloture. Can still filibuster, just takes simple majority to overcome it (instead of 60).

Technically they can. Each time they do the dance of parliamentary ruling (saying 60) which they vote to override by simple majority.
