I've worked in oppo and literally nobody ever considers a tip or a file or anything like that to be a campaign contribution.

If there was an offer to conduct oppo research, to hack, anything like that, that would be a thing of value. Not just a tip or a file.

If a private detective, e.g., offered to do opposition research for a campaign pro bono, I can see counting it as in-kind.
