So what changed Rosenstein's mind about DOJ handling this internally vs. needing a Special Counsel? The Holt interview? The Flynn news?

Yes, that's the critical difference between the Special Counsel & Independent Counsel under the 1978 Act. No legal obstacle; just politics.

I thought 600.7(d) made him removable only by AG? Does Prez have inherent authority to remove a Special Counsel? https://www.law.cornell.edu/cfr/text/28/600.7 …pic.twitter.com/UJ2CQWgc49

No, regs are clear there. prez can't remove. only AG.

I'm not aware of an inherent presidential power to fire non-appointees.

Even if we take that as a given, he could alter the scope of the SC's duties by withdrawing or amending the relevant regulations.

Rosenstein's memo referred to himself as Acting AG, so I assume that's how the reporting line would go.
