(1) Purpose: To analyze/discuss/debate a big legal issue or problem relating to law.

(2) Target: Depends on the article. Can be other profs, law students, law clerks, judges, tenure committees, etc

one more question- what are your views on law professor amicus briefs?

They're usually pretty bad. Too often a political document and not much in the way of good legal arguments.

Agreed. "We're all liberals and want the lib result" = usually really bad, solo brief by @StephenESachs = good.

as a corollary, I won't sign an amicus brief I haven't had a substantial role in writing
