Additional twist: quorum is a matter of comm rules, not Sen rules. Comm could change by majority vote - but only w/ a quorum.

Sure. If they're willing to go *full* nuclear - not just noms, but motions, resolutions, bills, & cameral rules.

No. Motion to adjourn is nondebatable, so carried by simple majority.

That CRS report says the discharge res is debatable. Motion to enter exec session is not. 1/x

So long as actual res is debatable, need cloture. Res isn't the nom, so cloture still at 3/5 under the rules.
