Okay, I *think* this is why: 1/x

-
-
A motion or resolution to discharge a committee from consideration of a nominee ≠ vote on confirmation. 2/x
-
Therefore, the cloture threshold for such a motion or resolution is 60, not 51. 3/x
-
So if Dems are mad enough to boycott comm meeting, they surely have the votes to deny cloture on the motion to force out of comm.
-
.
@joshchafetz So options would be either recess appt (Dems cannot stop recesses) or McConnell going nuclearish and changing these rules -
Additional twist: quorum is a matter of comm rules, not Sen rules. Comm could change by majority vote - but only w/ a quorum.

Can senate Dems object to recess? Force pro forma sessions that GOP maintained throughout Obama terms?
-
No. Motion to adjourn is non-debatable, so carries w/ bare majority.

Thanks.

@mkraju pretty easy to stop a nominee at committee level, chairman can table vote and minority can deny quorumThanks. Twitter will use this to make your timeline better. UndoUndo
