Generally right, but restrictions are NOT racist. Dems try to rig rules to elect Dems; Reps do the reverse. Like gerrymandering.

Dems see laws encouraging higher turnout and making voting easier as helpful; but those things are never "rigging"

that's like saying Pol's rig elections by tying to change government to govern more effectively and get more votes
