@ElectProject RNC can be held in contempt, which could be fines or other sanctions. Decree could be broadened to include state parties -

is there enough incentive to stop RNC if 9th member of SCOTUS at stake? Can just appeal to friendly SCOTUS

maybe so. But RNC did not get any takers (publicly announced) last time they tried SCOTUS on consent decree
