They need not, nor should they rely on Internet. Hardwired, polling stations wouldn't even need a LAN, right?

If each precinct has a verified database, stored on hardware that's hardwired, disrupted Internet isn't an issue

That is BIG IF at this point, in some states/counties. Some are doing, I'm sure. Little defensive planning done.
