yes, it's been proposed and voted down (in Colorado for example). Would make state less important in electoral college

Under Article II of the Constitution, each state legislature chooses rules for picking electors in that state

Doing so would turn 55 solid Democratic votes into a split with Republicans (in R cong. dists). Dems would never go for it
