@rickhasen My 8th graders have a question: Possible 4 states 2change their electoral vote system to proportional instead of winner take all?

they want to know if would it be reasonable if California would give out their electoral votes like Maine and Nebraska?
Doing so would turn 55 solid Democratic votes into a split with Republicans (in R cong. dists). Dems would never go for it
