Under Article II of the Constitution, each state legislature chooses rules for picking electors in that state

they want to know if would it be reasonable if California would give out their electoral votes like Maine and Nebraska?

Doing so would turn 55 solid Democratic votes into a split with Republicans (in R cong. dists). Dems would never go for it

probably it could be done through a voter initiative. But it would be for each state. But...

there ' a proposal to make each state agree to be bound by winner of national popular vote. Google "national popular vote"

so we would need an amendment - and smaller pop states wouldn't go for it, right?

it could be done state by state, but states don't have incentive to do it. And amendment is HARD
