The amended order adds the name of a 9th judge. That diminishes the chance of future deadlock.

I guess I disagree with this. It just means that the Court's order didn't stem from a deadlocked court.

I could be wrong, but this seems to signal there will be 9 judges on the case -- making an even split impossible
