@MichaelHurta@rickhasen The thing is, votes are time consuming and contentious, so the Court doesn't want to be constantly voting on things -

@MichaelHurta@rickhasen Yes. Theoretically, 10 days, http://www.ca5.uscourts.gov/clerk/docs/5thcir-iop.pdf …, but I don't think it always holds.
