Putting aside legality of DNC cutoff of Sanders campaign (http://electionlawblog.org/?p=78472 ), it seems unwise, punitive and draconian.
This, and the deliberately lousy debate timing, reinforces the notion that DNC is favoring Hillary Clinton.
