I'm really still puzzling over the "possibly" illegal in NYT story on Hillary Clinton emails. Why not nail it down or offer legal analysis?

@BryanLowry3 but here story is more complicated. There are 2009 guidelines that appear ambiguous and a 2014 law which doesn't apply to her
