Probably a dumb question but how does Scalia apply a "predominant intent" standard without looking at legislative history? RT

@espinsegall he's not looking at legislative history to discern meaning of a statute but to find invidious intent.

I might argue that in voting context meaning and intent may be same thing, but probably not appropriate for twitter. RT
