@rickhasen Also voter can submit items to EB's, and info from precincts is considered. And staff works hard to find evidence of eligibility.
As I understand @VirginiaSBE rule, voter's vote cannot count if (1) voter doesn't show up and (2) board cannot verify eligibility on its own

@rickhasen Correct, & note that voter showing up doesn't ensure eligibility verified. Some might not be, e.g., genuinely unregistered. -
