@rickhasen Doubtful. Common release of papers makes J's less likely to be candid. Also makes them more likely to manipulate their role.

@Bonneau_Says The older papers, which I've researched, are pretty darn candid--at least for some of the Justices. Incl. draft dissents -

@Bonneau_Says It only takes one Justice to hold on to a memo or draft dissent from another. Hard to keep it quiet forever. Just 50 yrs -
@rickhasen Point is that these are less likely to be honest express. Memos less likely to be sent. Behavior modified based on expectations.
