My guess is Murkowski, and possibly Flake and/or Collins. I'm enormously skeptical that Flake will actually vote no, but he might be trying to keep the optics from going even more off the rails.

I don't know if Heller would actually vote "no", but even taking his "hiccup" comment into account, I'm sure he doesn't actually want to vote for Kavanaugh right before an election in a state Hillary won in 2016
