The full clip has her saying he is 'outcome driven' in his cases & thus not having integrity in applying the law. So, yes, it logically means whatever he is saying here is similarly not an honest application of the facts.

a somewhat generous reading (based on that little clip) is that he is in effect lying to himself & we shouldn't trust his judgment/bias.
