I’m all over Rooker-Feldman. I’m positing a separate federal court action to block the fruits of the referendum if it passes. But you’ve thoughtfully given me enough attention. I will await your thoughts on this scenario in due course.

No federal court will entertain a challenge to this measure before it passes. If it passes, I envision a federal lawsuit against the statute which can raise the issue cleanly.

This will be voted on in 2018 but comm'n won't redistrict til 2021. Commenter's point well taken that SCOTUS has time to overturn AZ case and invalidate this and similar measures bc only legs can redistrict, not the people, not that an appeal can be taken from today's decision

Roberts commented in the second Arizona redistricting case (Harris) that he couldn't just overturn the first. Check the tape. It's extremely unlikely that that will happen without ANOTHER GOP appointment.
