50 years from now, will anyone carry a photo id? Biometrics, facial recognition, voice analysis, retina scans, holograms... What if 125 years ago, the NCGA enshrined in the NC Constitution a 5 MPH horse buggy statewide speed limit? Photo ID should not be in NC Constitution.
