Here’s my question: Wouldn’t the splitting of CA into 3 states be tantamount to the admission of 2 new states to the Union? And wouldn’t that admissibility be governed by the federal constitution, not a state?

The approval would be subject to Congress's approval, as the piece mentions. But it also must comply with state law. This measure didn't.

As I know, there were only two instances the State-split effort ever succeeded in history. One gave you Maine, the other WV. The former is a result of Missouri compromise, the latter of civil war. Both were orchestrated by Congress. In other word, State just sat around & accepted
