We see precincts reporting for CA45 but no indication of any change in vote totals
Keep in mind those are "mail ballot only" precincts, not regular "vote-by-mail". Precincts with no voters are set to "mail ballot only".
I'm a bit confused. Is the website just saying it will refresh every 30 minutes, no matter whether an updated vote total is predicted by then or not?
there are updated vote totals in at least some races. The #CA45 numbers moved a smidge this time

That's possible. We set mail ballot precincts to reporting at 930pm - so that means there were 46 mail ballot precincts in the 45th but none with mail ballot voters (it includes a large portion of the Cleveland National Forest with no voters).
@pollwatchingday you're absolutely correct.
So my understanding is they are reporting the mail in ballots that arrived after Saturday for those districts. That results in a minor change in the vote totals, but not major. They will update with full precinct results later.
