I think it's simpler than that. He doesn't want that man naming his replacement. Simple as that. Otherwise, he would have left last year. No real reason to sit this term and not go last year if that's what he was thinking.

Unless he's entirely over it, physically or mentally, I imagine it's hard to just give up being the most important arbiter of nearly any controversial issue in American life, even if you're over 80.
