        Joe, what are you talking about? It's still called the statewide primary election, even under the top-two system. Check the Elections Code.

        Indeed it's called that. But one thing I've learned in years studying electoral rules: names in a given jurisdiction's laws are a poor guide to proper understanding. The June election does NOT choose a nominee for each of the various recognized parties. Therefore: not a primary.

        Does the word “primary” only refer to an election to “choose a nominee for each of the various recognized parties” and not any preliminary election before the general? Not trying to debate semantics. Honestly did not know this.

        In this country, yes. California voters at the beginning of this decade voted to eliminate primaries. They established a new system with a nonpartisan general election with all candidates, followed by top 2 runoff. But they never corrected the election names.

        Federal law sets the date of general election for Congress (House and Senate) as Tuesday after first Monday in November. Call what’s happening June 5 something else.
