Joe, what are you talking about? It's still called the statewide primary election, even under the top-two system. Check the Elections Code.

Indeed it's called that. But one thing I've learned in years studying electoral rules: names in a given jurisdiction's laws are a poor guide to proper understanding. The June election does NOT choose a nominee for each of the various recognized parties. Therefore: not a primary.

In this country, yes. California voters at the beginning of this decade voted to eliminate primaries. They established a new system with a nonpartisan general election with all candidates, followed by top 2 runoff. But they never corrected the election names.
