In the context of software engineering, what is the difference between two concepts that are complected and two concepts that are coupled? It seems to me that, in both cases, the goal is to design the components to minimize the coupling.

Coupling is the traditional term but was never a good one, because things need to be coupled in order to work together. So it became a matter of degree: loosely-coupled was good, tightly-coupled (whatever that means) was bad. Someone once gave a whole talk about these words :)
