The fact "a license may have a phone number" must be reified in my brain for me to think the thought. I'm considering the possibility the license has a phone number, so I reify the maybe fact and interrogate its satisfiability.

But is it reified *on the license* e.g. next to DOB, like Phone:__________ ? You keep switching to conveyance, that's not the premise. When we say 'has/have' we mean on the license, so 'has empty maybe phone' means ^

You absolutely could ask me any question about my license, including ones that the DMV hasn't considered. In that case, we both reify the "maybe facts". We can reify "maybe facts" for absolutely anything, nonsense or otherwise.
