BC7 is better at handling decorrelated alpha textures than I thought. All existing encoders struggle with this kind of content. Modes 4/5 are underutilized and 6/7 overutilized.

Using 4D RGBA distance metrics in encoders are the cause. RGB error is overemphasized vs. A, leading to higher alpha error. Mode 6 gets overutilized.
