We're going "wide" on Basis. We're writing RDO encoders for every major desktop/mobile format. Once we get all the formats we'll optimize the encoders more. As we do this we discover new things that are possible. We gave the ETC1S<->BC1 bridge to Khronos for strategic reasons.

We're currently using selector/endpoint quantization followed by Lagrangian optimization using a simple LZ model (like our RDO BC1 codec does). There are other methods, but I know this approach works well (crunch/Basis have proven that).

Why do you go for very high high quality? What kind of bit rates do you plan to use or what would be a libjpeg equivalent quality?

We're focusing on the high quality parts of the RD curve for BC7 RDO because that's what our customers/potential customers have said they want the most. (And if we don't they won't license it..)
