Both were encoded using very strong encoders with no dithering, and each was made twitter-safe using twitimagefix. BC1 is pretty limited here by its 565 endpoint precision while PVRTC (even with its less precise 555/554 endpoints) benefits greatly from its endpoint interpolation.
On my iphone X the right looks a lot smoother. Is it different on windows?

It has made me realise that twitter seems to average out the colours for the background colour of its big-picture viewer and there's enough difference to get a different grey
