I don’t understand why there needs to be an FPGA just for developers. That just adds to the cost. Let the devs use the regular FPGA.
I think the purpose is to sandbox the dev FPGA, so that devs have to access all hardware by going through the 1st FPGA with all the proprietary Analogue stuff on it, like their video scalar. The cynic in me thinks this is because this can sidestep the GPL license used in MiSTer

If it were all on one FPGA, the GPL cores could not be redistributed, because they would have to link to proprietary code. But by the code all existing on a seperate chip that has to be interfaced with, it's more akin to running open source code on a closed source OS
