I don’t understand why there needs to be an FPGA just for developers. That just adds to the cost. Let the devs use the regular FPGA.

If it were all on one FPGA, the GPL cores could not be redistributed, because they would have to link to proprietary code. But by the code all existing on a seperate chip that has to be interfaced with, it's more akin to running open source code on a closed source OS
