To purchase a class I fire arm from an FFL you need to have NICS check, to purchase a class III firearm you need everything listed.

It takes CDL to drive commercial trucks; which are registered & most have a GPS system along w event data recorder;

No CDL is required for trucks GVW <25,000 lbs.

those trucks almost always have GPS, Event Data Recorders; most companies require a CDL; most insurance companies require CDL

You can go rent a non cdl 24ft truck from Penske. No cdl required.
