I'm probably wrong but Bran was the dragon. He knew that by burning Kings landing Dany would take the fall and it was the only way to get Jon on the throne. That's why you never saw a shot of her on the back of Dragon screaming "dracarys." She was back there powerless and afraid.

And again, I'm probably wrong, but in the last episode Dany will have drogon put down and return to exile essos while only the starks know the truth.
