The science: apart from a few rare conditions, humans are biologically XY (male) or XX (female). This determines how our bodies develop. Currently, this basic difference cannot be changed. Gender is different, and anything is possible.

Knowing the XX/XY difference in the population enables governments to plan services. After all, females need maternity services (men can't do this on their own yet), and men need prostate cancer services. Be a huge pity if the govt had only one of these.

We need to stop leaving these important issues up to subjective interpretation and just amend the various titles to specifically list gender and sexual orientation along the sex, age, race, class, alienage, etc.
