People are often confused by the distinction between radiation and contamination. They are right thought, get inside. Won't stop the 7MeV gammas, but it will keep at least some of the fission products etc out of your lungs and drinking water.

You are more protected from radiation if you're behind walls. Thicker walls are better. Lead is a good shield because of its density, not because lead is magic. One reason why many basements are also fallout shelters. And also radioactive particulates can be filtered out inside
