        The word order does not matter here, as you suggest. The ambiguity stems from the word "narrow" itself.

        Maybe but I don't think it is to much to expect that people in congress actually read an article before posting about it, I am ok with my buddy Jim commenting on a headline only, not someone writing our laws.

        yes, but the fault also lies with the person who is reacting to a headline when the story makes plainly clear what is meant by a "narrow" ruling. So, either he didn't read the story or he's just using this for a lazy swipe at "liberal bias".
