@Reuters would use a headline implying women who decline advances somehow provoke violence. -

This is an egregious, egregious headline. The poor girl he murdered and sexually harassed FOR MONTHS didn't "provoke" anything. Sexual harassment isn't "spurned advances." Your headline puts the onus on the victim rather than the perpetrator. This is utterly disgraceful.
