        On paper it seems like the right thing but in practice without doing studies on employers and their respective turn over rates you often send these people to jobs that don’t offer careers and it becomes a self fulfilling prophecy when they come right back on.

        This is positive. If a person is capable of working and receive assistance from the state or federal government they have a legal right to put on conditions. This might be the incentive for many to work for a better future and less dependentancy
